Trump IVF mandate and lower drug prices: Here’s what you need to know

In a move that could make fertility treatment more accessible to thousands of families, President Trump has announced a new initiative to lower the cost of IVF medications in the United States.

At Collab Fertility, we welcome any effort that helps patients access high-quality, evidence-based fertility care. Here’s what you need to know about the announcement — and how it may affect the cost of your IVF or egg-freezing cycle.

What does Trump's deal with EMD Serono mean?

The White House reached an agreement with EMD Serono, the healthcare division of Merck KGaA (Germany).

Under this deal, EMD Serono will:

  • Lower prices for several widely used IVF medications if excluded from Section 232 tariffs
  • Increase U.S. investment in fertility drug manufacturing and research


This partnership aims to strengthen domestic supply while reducing costs for American patients.

Which IVF medications will be cheaper?

Three cornerstone fertility drugs are included in the price-reduction plan:

  1. Gonal-F® (follitropin alpha) — stimulates the ovaries to produce multiple eggs.
    • Current list price: ~$288 per 300 IU pen
    • Typical use: 11–12 days per cycle
  2. Ovidrel® (choriogonadotropin alpha) — the “trigger shot” that matures eggs before retrieval.
    • Current list price: ~$107 per kit
  3. Cetrotide® (cetrorelix acetate) — prevents premature ovulation during stimulation.
    • Current list price: ~$112 per vial
    • Most patients need ~6 doses
Medications not included (but often needed)

While the plan covers these EMD Serono products, many patients will still require other medications during their cycle, such as:

  • Progesterone in oil ($50/vial) — used after egg retrieval or in frozen embryo transfers
  • Menopur®, Ganirelix®, or Follistim® — alternative stimulation and suppression options
  • Pregnyl®, Novarel®, or Leuprolide trigger — additional trigger medications


These remain at current market prices for now.

How much could patients save on IVF medication?

According to the Centers for Medicare & Medicaid Services (CMS), the average patient could save about $2,200 per IVF cycle under the new pricing structure.

  • IVF medication costs currently average $4,000–$6,000 per cycle
  • Women with lower ovarian reserve typically need higher doses and incur higher costs
  • EMD Serono projects up to an 84 % discount off list prices for qualifying patients
Who qualifies for discount fertility medication?

Eligibility will be based on income. Only individuals earning below 550 % of the federal poverty level — roughly $86,000 per year for a single person — will qualify for these discounted prices.

When and where can I access discount IVF medication?

Beginning January 2026, eligible patients can:

  • Register with TrumpRx, the new national prescription portal
  • Order Gonal-F®, Ovidrel®, and Cetrotide® directly through the platform at discounted prices
Additional fertility initiatives announced

Several other fertility-related policies were included in the announcement:

  • Expedited FDA review of Pergoveris®, a lower-cost injectable already approved in Europe
  • Pergoveris® combines recombinant FSH + LH — a synthetic alternative to Menopur® (currently $88–90 per vial; typical use ≈ 2 vials/day × 12 days)
  • Priority review status will shorten FDA approval by roughly 9 months
  • Incentives for U.S.-based fertility drug manufacturing
  • Expansion of stand-alone fertility benefit packages for small and medium-sized employers
What this means for fertility patients

If implemented as planned, these changes could:

  • Substantially lower out-of-pocket medication costs
  • Increase access to fertility treatment across the country
  • Encourage innovation and competition in reproductive medicine
